Liel leads ASF's fundraising, donor and foundation engagement, onward grant-making, and strategic partnerships. Previously, she served as Policy Director at The AI Collective Institute, where she helped establish the organization's research institute and build partnerships across the AI policy ecosystem. Prior, at Georgetown Univerity, she conducted research for the Beeck Center for Social Impact + Innovation and the Massive Data Institute, focusing on digital government, AI governance, and technology policy. Earlier in her career, she worked on digital transformation and AI policy initiatives in Israel's public sector. She earned her BA, summa cum laude, in Government, Diplomacy and Strategy from Reichman University as part of the Argov Honors Program for Leadership and Diplomacy. She received her Master of Public Policy from Georgetown University's McCourt School of Public Policy, where she was a Fishman Scholar, Fritz Fellow, and Massive Data Institute Scholar.
